per parity bit definition of DV specification, if

Problem:
schedule hdr work occur concurrency issues lead
not unmute: there may be quick switch between
sdr->hdr->dv, the hdr->dv switch will cause the
unmute contidion for sdr->hdr not satisfied,
and thus it will keep mute.
Solution:
add new schedule work for sdr->hdr unmute, thus
it will always forcely unmuted after mute period
when sdr->hdr switch.
