hang cheng 07f48177dc hdmitx: disable output if plugout during bootup [1/1] ...

Problem:
hdmitx output is not disabled if there's plugout
event during bootup period

Solution:
disable output if plugout during bootup, and let
system to set hdmi mode when it's ready

Verify:
ohm

Test:
