Problem:
In the secure playback context, the newly allocated TVP_POOL
was not granted access permissions for vdec/hevc.

Solution:
After allocating a new TVP_POOL, the TEE module checks and
synchronizes the current vdec/hevc access permissions,
add interface with lock
