Problem:
kernel 6.12 bringup ARM64/AMR32
S4/S5 USB drivers

Legacy phy disconnect threshold value may need the reg write step to
validate.

t5w phy_configure not implemented.

Solution:
Add s4/s5 usb phy drivers.
Refactor disconnect trim codes.
Implement t5w phy configure.
