qiankun.wang f839f8764e iotm: fix zero address memory corruption. [1/1] ...

PD#SWPL-170602

Problem:
iotm may access zero address after initializing iotm.

Solution:
Multiple pulses are triggered so that the AXI_ADDR
can points to the correct ddr address.
