Jian Hu dee3108cd9 clock: t6x: add vpu notify [1/1] ...

PD#SWPL-239244

Problem:
vpu need over clock to 888Mhz,
but hevcb and mali maximum frequency is 840Mhz

Solution:
add vpu notify to limit hevcb and mali frequency

Verify:
