PD#SWPL-179911

Problem:
When hotplug interrupts frequently occur, the hpd may be
detected as low during pre_enable_mode, and pre_enable_mode
may fail, resulting in no vsync and long-term lag.

Solution:
When pre_enable_mode fails, configure enc clk to ensure vsync

Verify:
