PD#SWPL-126494

Problem:
hdmi_format_para is the struct for hdmi setting,
but no api defined.

Solution:
abstract format_para api.

Verify:
verify on ohm

Test:
DRM-TX-19, DRM-TX-20,DRM-TX-22, DRM-TX-25, DRM-TX-27
