zhewen.luo a77f12abaf resman: support reporting error info. [1/1] ...

PD#SWPL-149860

Problem:
1.ErrorMonit requires additional debug
levels to be set to the driver.
2.ErrorMonit needs to receive the error
information from the driver in real time.

Solution:
resman driver needs to add nodes so that
ErrorMonit can get the error information
in real time.
