can.zhang 58a08f6748 amvecm: fix is_hdr10plus_enable value [1/1] ...

Problem:
When OTT is connected to a TV that supports hdr10plus and it is
turned on for the first time, it shows that it does not support
hdr10plus

Solution:
remove the is_hdr10plus_enable judgment logic,
HDR10plus strategy selection by HDR module
