dian.shao d8e675e2a1 usb: 2t cmdline args force mode [1/1] ...

Problem:
wifi/bt driver passes the kernel args in
uboot.

Solution:
Read args and if it is set, set the usb2phy to 960m mode.

Verify:
br201.
