Problem:
1.the members of hdmitx_common struct are not in order
2.need to abstract hdcp common interface and support
multi-instance of hdcp on hw21

Solution:
1.change members of hdmitx_common struct in order by
function type
2.abstract hdcp common interface, and support
multi-instance of hdcp for hw21
