Reapply "scsi: core: Add struct for args to execution functions"
This reverts commit345b6b8319which is commitd094956581upstream. Reverts of a revert, fun Android API stuff... It breaks the Android kernel abi and can be brought back in the future in an abi-safe way if it is really needed.
