FROMGIT: phy: realtek: usb: Add driver for the Realtek SoC USB 2.0 PHY

Realtek DHC (digital home center) RTD SoCs support DWC3 XHCI USB
controller. Added the driver to drive the USB 2.0 PHY transceivers.
