arm: dts: update vddcpu pwm regulator voltage-table [1/1]

PD#SWPL-4225

Problem:
TL1 hardware update DCDC of vddcpu

Solution:
update vddcpu voltage-table
[old]
voltage range: 1021mv - 721mv  step size: 10mv step: 30

[new]
voltage range: 1049mv - 689mv  step size: 10mv step: 36

Verify:
test pass on tl1_X301_v1 tl1_skt_v1
