ANDROID: base-cfg: enable SECCOMP config

Enable following seccomp configs

CONFIG_SECCOMP=y
CONFIG_SECCOMP_FILTER=y

Otherwise we will get mediacode error like this on Android N:

E /system/bin/mediaextractor: libminijail: prctl(PR_SET_SECCOMP, SECCOMP_MODE_FILTER): Invalid argument
