Revert "i3c: master: svc: add hot join support"

This reverts commit 6d4fffb144 which is
commit 05b26c31a4859af9e75b7de77458e99358364fe1 upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
