ANDROID: fix kernelci GCC builds of fips140.ko

GCC builds of fips140.ko all fail with these errors. This causes
allmodconfig builds to fail in kernelci.

aarch64-linux-gnu-objcopy: crypto/fips140.ko:
        can't dump section '.rela.rodata'
	- it does not exist: file format not recognized

Since the Android use-cases for fips140 are clang only, suppress
fips140.ko builds for GCC
