Revert "irqchip/gic-v4: Don't allow a VMOVP on a dying VPE"
This reverts commit 64b12b061c which is
commit 1442ee0011983f0c5c4b92380e6853afb513841a upstream.
It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
