Revert "mm/hugetlb_cgroup: convert hugetlb_cgroup_uncharge_page() to folios"

This reverts commit cc8f0d90ba which is
commit d4ab0316cc upstream.

It breaks the Android kernel abi and can be brought back in the future
in an abi-safe way if it is really needed.
