Takenori Nagano	95e0a8778e	Japanese translation of Documentation/SubmitChecklist ... Hi, This patch adds SubmitChecklist translated into Japanese to Documentation/ja_JP directory. The translated SubmitChecklist has already been reviewed by JF project. SubmitChecklist is one of the important policy documents. So, I would like to merge into 2.6.27.
