Ilya Dryomov 0569dd9bee rbd: whitelist RBD_FEATURE_OPERATIONS feature bit ...

This feature bit restricts older clients from performing certain
maintenance operations against an image (e.g. clone, snap create).
krbd does not perform maintenance operations.
