Greg Kroah-Hartman 88af92d5d2 Revert "scsi: sd: Differentiate system and runtime start/stop management" ...

This reverts commit 8de6d8449a which is
commit 3cc2ffe5c1 upstream.

It breaks the Android ABI so revert it for now, if it is needed in the
future, it can be brought back in an ABI-safe way.
