Jonathan Neuschäfer 39ff82331d irqchip: Place CONFIG_SIFIVE_PLIC into the menu 
commit 0149385537 upstream.

Somehow CONFIG_SIFIVE_PLIC ended up outside of the "IRQ chip support"
menu.
