Finley Xiao 6f34aaad21 PM / AVS: rockchip-cpu-avs: remove driver ...

The CPUFREQ_CREATE_POLICY and CPUFREQ_START had removed on 'master'
of git.kernel.org/pub/scm/linux/kernel/git/next/linux-next.git.
So the driver will be unused in the future.
