qi duan 66f6e21407 ethernet: g12a/b exphy use autocali [1/1] ...

PD#SWPL-10391

Problem:
g12b revA and revB need one code for two parameter

Solution:
if autocali in uboot, use autocali result
if no autocali,use the dts para

Verify:
verify on g12b w400 board,revA and revB
