Extract the "global ctrl" specific bits out of global_ctrl_changed() so that the helper only deals with reprogramming general purpose counters, and rename the helper accordingly. PEBS needs the same logic, i.e needs to reprogram counters associated when PEBS_ENABLE bits are toggled, and will use the helper in a future fix. No functional change intended. ``make pdfdocs``. The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
