Yi Zhou c715f0dcbb hdmitx: fix flash screen when resuming and playing hdr [1/1]

Problem:
when resuming and playing hdr films, flash screen will happen
under LG TV

Solution:
quantization range has changed between UI and playing hdr
films. we keep quantization unchanged. Same as MTK.

Verify:
