Finley Xiao 22b9a07e7d cpufreq: rockchip: Add support to select voltage according to pvtm value ...

At same voltage and frequency, the greater the PVTM value, the lower
the OPP's voltage. In order to reduce power consumption, it is necessary
to adjust OPP's voltage according to PVTM value.
