Oded Gabbay d8e8ff1fe3 docs: ioctl-number.rst: add habanalabs driver IOCTL 
Habanalabs driver in misc exposes several IOCTLs to userspace. Document the
letter and IOCTLs number range in ioctl-number.rst.
