Oliver Hartkopp a8f820a380 can: add Virtual CAN Tunnel driver (vxcan) ...

Similar to the virtual ethernet driver veth, vxcan implements a
local CAN traffic tunnel between two virtual CAN network devices.
See Kconfig entry for details.
