Problem:
vd1 online 4k non-afbc video +
vd3 hdmin in 4k afbc video overlap display bandwidth issue

Solution:
1. vd1 and vd3 axis window overlaped
2. vd1 and vd3 input size is 4k
3. if vd1 or vd3 vskip >=2, vskip+2
