xiaotao.wei 21bf08a87e gpu: fix the gpu clk error config for sm1/g12b [1/1] ...

PD#SWPL-226569

Problem:
kernel panic in suspend_resume test

Solution:
1.revert the changes of gpu clk in https://scgit.amlogic.com/#/c/563166/
2.limit the max clk to 800M for sm1
3.remove the 846M config for g12b

Verify:
sm1/g12b
