yao liu 2f63b7c521 amdv: flashing when dv pip mode [1/1] ...

PD#SWPL-183223

Problem:
1.when setting pip mode, apk set small crop 86x48 once,
lead to video disable and enable. Then dv graphic max
changed from hdr10 value to sdr value to HDR10 value.
2.s5 swap reg latch is not disable, lead to flash when
size changed.

Solution:
1.if no video, keep graphic max the same as before.
2.disable latch
