wenlong.zhang 41f5522f9f drm: DRM support new AFR [1/1] ...

PD#SWPL-178840

Problem:
hwc post framebuffer with 60hz, drm need consumer with 50hz,
it means some framebuffer will be dropped.

Solution:
do not waiting vblank for commit workqueue.
