qinglin.li 5d3c1fa9b0 ddr_bandwidth: irq too much due to crash [1/1] ...

PD#SWPL-141263

Problem:
when ddr bandwidth irq handle not register but set,
will be due dmc irq too much,
if dmc and bandwidth use same irq num.

Solution:
not enabled bandwidth irq when irq handle not set

Verify:
sc2
