chengbing.wu 681a77a626 regulator: txhd2 regulator bringup [1/2] ...

PD#SWPL-125798

Problem:
1. need to support regulator at txhd2;

Solution:
1. add regulator at txhd2 be301 311& be319 309.dts;
2. add vddcpu and vddee voltage table;
fixed vddcpu table for pwm;

Verify:
BE311-T950S-X5-X8_REF #024
