Chuan Liu 83bf3326cf drm: s6: Set the default frequency of vpu_clkc to 250M [2/2] ...

PD#SWPL-190802

Problem:
Due to the inconsistency between the rate of vpu_clkc configured in the
kernel and uboot, when setting the rate of cpu_clkc in the kernel, there
is a clock source switch, resulting in intermittent glitches in the
output clock of vpu_clkc, ultimately causing screen flickering.

Solution:
vpu_clkc is set to 250M in both uboot and kernel.
