Problem:
pm driver build error without CONFIG_AMLOGIC_LEGACY_EARLY_SUSPEND
enabled

Solution:
change pm driver to make it build success
without CONFIG_AMLOGIC_LEGACY_EARLY_SUSPEND
enabled

Verify:
Local Build Success
