lizhi.hu dd9b4f1bc4 lcd: support lvds hsync polarity [1/1] ...

PD#SWPL-146836

Problem:
lvds need support hsync polarity adjust

Solution:
use LVDS_PACK_CNTL_ADDR for sync polarity reverse
move dphy setting from both tv and tablet driver
