PD#SWPL-109754

Problem:
1. T5M eARC suspend resume power
2. resample suspend resume power
3. default sys clk for resampleA/B for sclk 12.288
4. resample_clk -5 fail

Solution:
1. implement suspend-clk-off
2. move the enable after set rate for resample
3. default sys clk for resample
4. if codec is installed after tdm, it will cause resample clk init fail

Verify:
verify by T5M
