chuangcheng.peng ebc375121e demux: fix demux cache release issue and provide ioctl [1/2] ...

Problem:
can't release dmx cache

Solution:
when release dmx cache, it need free input and recovery it when using it
and provide ioctl to clear

Verify:
verify at t5w
