hang cheng efb9ea2374 hdmitx: add api for hibernate [1/1] ...

PD#SWPL-184488

Problem:
1.need api for hibernate
2.need to enhance check of hdmitx output status

Solution:
1.add api for hibernate
2.besides hdmitx phy setting, add check of tmds
and pixel clk enable status when check hdmitx
output status of uboot, and add basic clk check
before access top/core registers

Verify:
