ASoC: rockchip: pcm: Adjust min/max value for pcm config

Browse Source 
- the original config is too strict to satisfy general usage.
- adds CONFIG_SND_SOC_ROCKCHIP_PREALLOC_BUFFER_SIZE for flexible
  buffer size.
