vpp: disable sr scale up when vskip > 2 [1/1]

PD#TV-2331

Problem:
SR insert unnecessary scale up to make scale down ratio
too larger.

Solution:
disable SR core0 which is before pps when mif vskip is > 2

Verify:
Locally on X301
