* Added support for sets of counters.
By default set 0 is active.
Userspace can control which set is active for a given UID by
writing to .../ctrl
   s <set_num> <uid>
Changing the active set is only permitted for processes in the
 AID_NET_BW_ACCT group.

The active set tracking is reset when the uid tag is deleted with
the .../ctrl command
