PCI: qcom: Fix the fixup of PCI_VENDOR_ID_QCOM
commit604f395652upstream. There exists non-bridge PCIe devices with PCI_VENDOR_ID_QCOM, so limit the fixup to only affect the relevant PCIe bridges.
