s390/irq: select HAVE_IRQ_EXIT_ON_IRQ_STACK

Browse Source 
irq_exit() is always called on async stack. Therefore select
HAVE_IRQ_EXIT_ON_IRQ_STACK and get a tiny optimization in
invoke_softirq().
