Revert "ANDROID: sched/cpuset: Add vendor hook to change tasks affinity"
This reverts commit 8ecd88d9d3 as it is
broken with regards to upstream changes made in 6.1.12.
If this is still needed, it can be brought back in a way that works
properly based on the changes made upstream.
