ANDROID: Host an authoritative list of GKI Dr. No reviewers

This is hosted on android-mainline (i.e. this branch) as this branch
provides a stable name that is not going away during forks etc.

OWNERS.DrNo is supposed to be referred to by release branches that want
to enable DrNo enforcement.
